Finding pet-friendly rentals in Panama City Beach takes a little more checking than simply clicking a “pets allowed” filter. The city has one designated stretch of sandy beach for dogs, condo associations often have separate rules for owners and vacation guests, and every rental sets its own limits on the number, size and type of pets allowed.

Quick answer: Where should you stay with a dog?

For convenient access to Panama City Beach’s designated Dog Beach, look near Pier Park and Russell-Fields City Pier. This area is also close to Frank Brown Park, outdoor walkways, restaurants and shopping. A private home may be a better fit than a high-rise condo if you need easier outdoor access, less time in elevators or a yard.

Location is only part of the decision. A quieter home in Laguna Beach or on the west end may work better for an older or anxious dog even if it requires a short drive to Dog Beach.

Where dogs are allowed in Panama City Beach

Dog Beach beside Russell-Fields City Pier

Dogs are allowed on the sand only in the marked Dog Beach area on the west side of Russell-Fields City Pier, directly across from Pier Park. Dogs must remain leashed, and owners must pick up after them. The city provides waste bags at the beach entrances, but it is still smart to bring your own.

Frank Brown Park dog areas

Frank Brown Park, at 16200 Panama City Beach Parkway, has three fenced dog areas:

  • Active Paws for larger, high-energy dogs
  • Calm Paws for older or slower dogs of different sizes
  • Lakeside Paws beside the lake

The dog park is normally open from 7 a.m. to 9 p.m. It is closed for maintenance on Wednesdays from 6 a.m. until noon. Hours and maintenance schedules can change, so check the official Frank Brown Park dog park page before leaving your rental.

Trails and green space

Leashed dogs can also get exercise at Conservation Park, Gayle’s Trails and Aaron Bessant Park. Conservation Park is useful when you want a longer walk away from traffic, but bring water and choose a route that fits the weather and your dog’s ability. These parks do not change the beach rule: the designated Dog Beach remains the place where dogs may go on the sand.

Pier Park and nearby west Panama City Beach

This is the most convenient location for Dog Beach and Frank Brown Park. You will also have outdoor shopping areas and several restaurant patios nearby. The tradeoff is traffic during summer, holidays and large events. A property described as “near Pier Park” may still require driving, so check the map and parking arrangements before booking.

Laguna Beach and the quieter west end

West-end beach homes can offer calmer residential streets, easier parking and more outdoor space. That setup may matter more than walkability if your dog is older, reactive or uncomfortable in elevators. The official Dog Beach may be several miles away depending on the address.

Thomas Drive and the Grand Lagoon area

Thomas Drive and Grand Lagoon put guests near restaurants, marinas and St. Andrews-area attractions. There are private homes and smaller complexes that may consider pets, but the drive to Dog Beach is longer. Condo and townhome association rules need extra attention in this part of town, just as they do near Pier Park.

What to confirm before booking a pet-friendly rental

  • Guest pets are actually allowed. Some condo associations permit owner pets but prohibit pets belonging to vacation guests.
  • Number, size and breed limits. “Pets considered” does not mean every pet is automatically accepted.
  • The full pet fee. Ask whether it is charged per pet, per stay or by length of stay.
  • Yard details. Confirm whether the yard is fenced, shared or open to the street. Do not rely on photos alone.
  • Rules for leaving a pet alone. Some homes require a crate; others do not allow unattended pets.
  • Floor and elevator access. A high floor may be inconvenient for puppies, senior dogs or frequent walks.
  • Parking and walking routes. A busy road or limited grass nearby can make daily walks harder than expected.
